Carroll, who has played for Newcastle and Liverpool, is now available after spending a season with French club Bordeaux.
Before joining Bordeaux, Carroll played for Amiens in the 2023/24 season.
At 36, Carroll is reportedly in talks with Chelmsford about joining their team for the new campaign.
Chelmsford City's manager, Andy Harrop, declined to comment on the situation, but expressed his satisfaction with the team's current roster.
Harrop mentioned that the team has a good balance of youth and experience, with many players eager to develop their skills.
Chelmsford finished 11th in the National League South last season, and the team's management is focused on developing their young players.
